PROBLEM TO BE SOLVED: To perform stable image formation, for which exposure distribution is concentrated by continuously increasing respective dots to a saturation value with the increase of density and turning the data order of a dither matrix thereafter to the order of arranging the dots which are adjacent in an existing main scanning direction. SOLUTION: For a dither matrix, multi-level image data are converted so as to form images to the line base of a prescribed direction and the respective dots are continuously increased to the saturation value with the increase of density. Then, the data order of the dither matrix thereafter is turned to the order of arranging the dots adjacently in the existing main scanning direction. For instance, a printer driver 26 is provided with intermediate processing parts 27Y, 27M, 27C and 27K for converting the multi-level image data of respective colors Y, M, C and K into binary image data, by using the dither matrix for the respective colors and modulation parts 28Y, 28M, 28C and 28K for modulating image write signals for the respective colors, based on the image data converted in the intermediate processing parts 27Y-27K.
