PROBLEM TO BE SOLVED: To provide a water-based base coat free from sagging or unevenness and having excellent finishing property without being affected by coating condition (particularly humidity). SOLUTION: In the method for applying a water-based base coating material composition on a material to be coated, successively applying a clear coating material composition and hardening both coating films, the water-based coating material composition contains a water dispersible polymer fine particle A, a cross-linking agent B, a pigment C and a neutralizing amine D, the water dispersible polymer fine particle A is a radically polymerized body II obtained by performing the 1st radial polymerization reaction of a radically polymerizable unsaturated monomer 1 in a water based solution of water and an emulsifying agent (a) in the presence of a radical polymerization initiator (b) to produce a radically polymerized body I and next performing the 2nd radical emulsion polymerization reaction of a radically polymerizable unsaturated monomer 2 in the presence of the radically polymerized body I and the monomer 2 component consists essentially of an ethylenically unsaturated monomer (c) containing one ethylenically unsaturated group in average and a >=18C long chain alkyl group in the molecule, a hydroxyl group-containing ethylenically unsaturated monomer (d) and a carboxyl group-containing ethylenically monomer (e).
