PROBLEM TO BE SOLVED: To obtain a photographic sensitive material which attains rapid progress of development and high contrast even in the case of processing with a developing solution of a low pH and is less liable to a change of its photographic performance due to a pH change and to provide an image forming method. SOLUTION: At least one diazonium salt or its precursor is incorporated into a silver halide photographic sensitive material containing at least one hydrazine derivative or development is carried out in the presence of these compounds.
