PROBLEM TO BE SOLVED: To reduce construction costs, by extremely simplifying arrangement work of a flush material for a slab, which is to be embedded in concrete forming the slab, to thereby shorten a working period and restrain personnel expenses. SOLUTION: A spacer flange 7b for suspending a flush material 3 at a predetermined height, is formed on a spindle 7 erected on a lower frame 5 of a slab 4, and a binding flange 8 for pressing the upper surface of the flush member 3, is engaged with an upper end of the spindle 7 in a manner being prevented from upward slipping out.
