PROBLEM TO BE SOLVED: To provide a rotor and a housing of a rotary engine of high torque and clean with lower fuel consumption. SOLUTION: In figure 1, a partitioning ring (output shaft) 2 is mounted between a housing 1 and a center shaft 3. Several sheets of partitioning plates 5 are mounted radially toward the housing 1 by a center ring 4 so as to be respectively capable of peripherally moving with the center shaft 3 serving as the center. In addition, the partitioning plate 5 is mounted to be inserted through the partitioning ring (output shaft) 2. Seals 6, 7, 9 are mounted for enhancing air-tightness in a slide surface of each part and sealed by adhesion respectively with a spring. The housing is provided with a discharge oil groove and a waste oil hole in a corner part formed by a side housing and the housing 1. Several combustion chambers prepared by a structure thus formed are successively used (no continued use of the same combustion chamber) for an explosion stroke. The combustion chamber now not in the explosion stroke serves as a stroke of cleaning simultaneously with cooling by air or the like.
