PROBLEM TO BE SOLVED: To provide a segmentation tag cleaning method that reduces artifact caused by a classification error and a sudden change in image classification. SOLUTION: A block tag cleaner 50 receives a plurality of segmentation tags, a tag identification module 52 generates a tag with a block level as a representation tag of a block consisting of the received segmentation tags in response to the received segmentation tags, a vicinity analysis module 54 uses a window consisting of tags with a vicinity block level and a tag cleaning module 58 cleans the selected segmentation tags in the received segmentation tags.
