PROBLEM TO BE SOLVED: To recover organic solvents in a coating material without any incineration disposal of used filter through which the coating material is filtered. SOLUTION: A used filter 100 through which a coating material containing organic solvents is filtered is crushed by a crusher 22, and the crushed matters are heated under a reduced pressure in a heating and device 23. Then, organic solvent are vaporized and dried, and the vaporized organic solvent are cooled a cooling device 24 so as to be liquidized and collected.
