PURPOSE: A communication system having a message output function instead of a bell sound and a method thereof are provided to provide information of a message of a called party to a calling party without a charge to the called party even in the absence of the called party by generating and outputting a message instead of a telephone ring sound. CONSTITUTION: Exchangers(70,80) includes ring sound generators(72,82) for generating a ring sound according to a ring signal and a voice message generator(100) for generating and outputting a voice message. The ring sound generators(72,82) performs a function for transmitting a ring sound when a called party does not store a voice message. The voice message generator(100) is inserted in an exchanger of each local telephone office or connected to an external source so as to store its own voice message to a server(110) having an automatic response function if a subscriber desires to do so and output the stored voice message(50) of the called party instead of a ring sound to the calling party. In this case, the ring sound(60) is transmitted to a phone set(300) of the called party. The voice message generator(100) includes a controller(130) for managing the voice message of the subscriber and a security unit(120) for securing and identifying the subscriber. Each local telephone office(70,80) includes a block for providing an additive service such as a voice mailbox and an information providing service of the existing telephone office. When the subscriber stores his or her own voice in the voice mail box by using the existing voice mail box, the voice message stored in the voice mail box instead of the ring sound is read and outputted to the calling party if the subscriber is in the absence or is in a difficult situation to answer the phone.
