PROBLEM TO BE SOLVED: To provide a fixing and cleaning device constituted so that the quantity of oil applied to a heating roller becomes constant. SOLUTION: The fixing and cleaning device 100 cleaning the surface of the heating roller 91 of a fixing device is constituted of a winding roller 103 where a web 101 is wound, a take-up roller 105 taking up the web 101 from the roller 103, a web backup roller 107 pressing the web 101 to the heating roller 91, a driving mechanism driving the roller 105 and a control part controlling the driving mechanism so that the take-up amount of the web 101 by the roller 105 gradually becomes small.
