PROBLEM TO BE SOLVED: To stably control the amount of steam supplied to a water supply pump turbine by opening and closing a steam governor with good response characteristics. SOLUTION: The steam governing valve 10 is controlled on the basis of an amount of adjustment S1 without delay in accordance with a deviation A so that an amount of steam for driving the water supply pump turbine 7 with good response characteristics. Further, the steam governing valve 10 is controlled by considering the actual rotating speed Ne of the water supply pump turbine 7 so that the amount of steam introduced to the water supply pump turbine 7 is adjusted by a PI control relative to the flow of steam Q as a target value. Thus, the supply of the amount of steam of the water supply pump turbine 7 is stably controlled with good response characteristics by opening/closing the steam governing valve 10.
