PROBLEM TO BE SOLVED: To improve fuel cost and output by optimizing the smooth operating characteristics from low speed region to high speed region or in acceleration or deceleration and the intake and exhaust efficiency. SOLUTION: In this valve timing and lift variable apparatus, two cam shafts 2, 3 are disposed on a pair of valves 1a, 1b of at least one of an intake valve or an exhaust valve, two rocker arms 8a, 9a and 8b, 9b are arranged side by side with two cams having different profiles 4a, 5a and 4b, 5b on each valve 1a, 1b, and connecting and connection releasing mechanisms 17a, 17b are provided for two rocker arms 8a, 9a and 8b, 9b. A cam pulley 31 containing helical gears 35, 37 is formed at the end of one of the cam shafts 2, 3 to add cam phase angular displacement.
