PROBLEM TO BE SOLVED: To solve a delay of opening and shutting operation caused by elongation of a wire for driving an opening and shutting member. SOLUTION: A carrier plate 12 includes a locking section 20 for locking one end 14a of a first wire 14 and a wire holding section 21 for locking one end 15a of a second wire 15. The wire holding section 21 is constituted of a compressive coil spring 22 by giving tensile force to the second wire 15 to take the delay in the carrier plate 12 side and a ratchet mechanism 23 operating by displacement of the compressive coil spring 22 expanded by taking in the delay and fixing the end 15a of the second wire 15 taking the delay therein to a new position to hold.
