PROBLEM TO BE SOLVED: To provide a polymer excellent in biodegradability and safety, improved in moisture retention and the like, and satisfying characteristics required in wide applications, and its manufacturing method. SOLUTION: The polymer has a pendant group containing a betaine group of general formula (1) (wherein R1, R2 and R3 are each alkyl or the like) or its salt. The method of manufacturing the polymer comprises reacting a polysuccinimide or a polymer having acidic groups with a compound of general formula (3) [wherein Y is NH2, NH(R') or the like; and Z is an organic residue] to convert amino groups into quaternary ammonium groups.
