SOLUTION: An ECU specifies full Q (maximum injection quantity) at the stop of a vehicle (equivalent to accelerator opening: AC=100%) determined on the basis of an injection quantity control characteristic at the stop of the vehicle, to a smaller value than the full Q during the travel of the vehicle determined on the basis of an injection quantity control characteristic during the travel of the vehicle. In the case of detecting the stop of the vehicle, the full Q during the travel of the vehicle is changed over to the full Q at the stop of the vehicle. Consequently, even in the case of racing at the stop of the vehicle, that is, in the no-load state of the diesel engine 1, fuel cinder in combustion is reduced, and the generated quantity of black smoke is reduced. Since only the full Q at the stop of the vehicle is reduced without reducing the full Q during the travel of the vehicle, the output of the diesel engine 1 during the travel of the vehicle is not lowered.
