PURPOSE: A motor noise reducer and a balancer are provided to reduce a noise due to inflow of a switching noise and air, and prevent a rotor from being unbalanced due to the eccentricity. CONSTITUTION: An injection molding material(11) between poles of a rotor(9) is injected to thinly coat upper and lower surfaces of the rotor and thus to prevent from being separated from the rotor(9). The rotor(9) is formed with a plurality of steel plates stacked. The rotor(9) is in the form of cylinder by stacking and compressing the steel plates. A rotary shaft is inserted and compressed into the inside of the rotor, placed in a molding machine, and plastic-molded. A plurality of protrusions(11a) are formed on the surface of the molding material. A ring member is inserted into the protrusion(11). An upper end of the protrusion(11a) is heated, melted, and combined with the ring member to keep the rotor(9) balanced.
