PROBLEM TO BE SOLVED: To provide a device for easily moving a temporary guard rail without the need for lift-up. SOLUTION: The temporary guard rail has a guard rail body 5 provided on a H-steel foundation member 2 having flanges 3, 3. The moving device 21 has mounting portions 22, 22 mounted on both flanges 3, 3, rotatable leg portions 24, 24 provided on the mounting portions 22, 22 at both sides so as to be rotatable on a rotating center axis 23 and a body 27 to which the rotatable leg portions 24, 24 are connected via connections 26. The lower parts of the rotatable leg portions 24 are provided with respective wheels 28. The body 27 is rotated by using a handle 35 to make the wheels 28 protruded downward from the H-steel foundation member 2. The temporary guard rail can be supported by the wheels 28 and moved using the wheels 28 in such a state.
