PURPOSE: An apparatus for cutting a seat belt is provided to allow an occupant to easily release the seat belt when a vehicle accident occurs by easily cutting the seat belt using a blade. CONSTITUTION: An anchor(10) is installed at a pillar trim, which forms an internal sidewall of a vehicle, together with a height adjusting device. The anchor(10) is formed with an outlet(24) which is a route of a seat belt(16). A blade(12) is fixed to an upper portion of the outlet(24). That is, one end of the blade(12) is fixed to the upper portion of the outlet(24) through a hinge pin(18) and the other end of the blade(12) is coupled to a pulling ring(14). A ring outlet(20) is formed at an inner portion of the anchor(10) and a blade rotating route(22) is formed at an inner lower portion of the ring outlet(20).
