PROBLEM TO BE SOLVED: To obtain a cosmetic composition, obtained by extracting a raw material with a high extraction efficiency by carrying out the extraction in an extremely short time and has high qualities and a moderate price by eliminating the wasteful use of the raw material. SOLUTION: This cosmetic comprises an extract obtained by immersing seeds in first marine deep water which is desalted or whose salt is reduced, promoting growth of the seeds by tourmaline, germinating and rooting the seeds, taking out the seeds, immersing the seeds in second marine deep water which desalted or whose salt-reduced and extracting the seeds by changing the mixture of the seeds and the second marine deep water into a supercritical fluid.
