PROBLEM TO BE SOLVED: To provide an inexpensive surface heat generating body which can be maintained at an arbitrary temperature without using a temperature controller, and wherein a mounting process is simple. SOLUTION: Electrode plates 3 are formed at both ends of a heat generating sheet 1 having a volume specific resistance determined from the mixing ratio of binder resin and electroconductive powder, and a protection sheet 2 that is thermoplastic resin or thermosetting resin is adhered to one side or both sides of the heat generating sheet 1. An electric power supplied via an electrode is inversely proportional to the resistance determined by the volume specific resistance, the cross-sectional area and the length of the heat generating sheet 1, and is proportional to the square of power supply voltage, and the consumed power is converted into thermal energy, and the surface heat generating body can be maintained at a constant temperature.
