PROBLEM TO BE SOLVED: To stop the idling of a hydraulic pump driving engine while the moving operation of a working table is not carried out without being operated by a worker each time, to save fuel consumed by engine drive and to reduce exhaust gas and noise. SOLUTION: A timer 72 measures a continuation time of each non-operation state of both levers 51 and 52 based on the detection information of the levers 51 and 52 outputted from first and second operation state detectors 51a and 52a, and a lower controller 70 imparts a signal to an ignition switch 74 to open it and stops the engine E when the continuation time measured by the timer 72 in which both the levers 51 and 52 are in the non-operation state reaches a predetermined time. When it is thereafter detected that either one of the levers 51 and 52 is operated by the first and second operation state detectors 51a and 52a, the signal is imparted to the ignition switch 74 to close it, so that the engine E is operated again.
