PROBLEM TO BE SOLVED: To provide a surface heating element manufactured with inexpensive, high-waterproof performance metal thin foils and having high performance, extremely excellent practicality, and epochal waterproof performance at a lower cost than by the conventional manufacturing method. SOLUTION: A polyester film 3 with polypropylene or polyethylene used for packing retort food and serving as an adhesive 2 having long-term waterproof performance is used for a film-like exterior material 5 covering the metal thin foils 1 heated when excited to obtain the surface heating element having waterproof performance.
