PURPOSE: A device and a method for initializing a communication software are provided to reduce the initialization time of entire equipment by using the configuration data not passing a separate analysis routine at the time of the agent initialization. CONSTITUTION: The initialization device comprises a configuration file converter(30) outputting the configuration file as a binary data format by mapping to the structured data before the reception through a cable network, a memory(20) storing the converted configuration file, and an agent(11) initializing an agent module by directly using the structured configuration file stored in the memory. The configuration file converter comprises a section measurer confirming a section unit of a fixed size, a lexical and syntax analyzer analyzing the occurrence of a lexical and syntax configuration in each section unit, and a binary data mapper outputting the configuration value set by each item as the binary format.
