PURPOSE: An automatic TV on/off system is provided to use two tuners to fix the other channel into a channel for broadcasting disasters, and to inform a user of a specific disaster as caption, thereby efficiently informing the user of the disaster. CONSTITUTION: In a disaster broadcasting mode, power of a TV is turned on when the power is turned off. A watching channel of the TV is fixed into a disaster broadcasting channel. An alarm is displayed as caption or is changed. The volume of the TV is controlled to volume selected by a user at the first time. An encoder encodes a signal for controlling the TV to video/voice signals of a main carrier of a broadcasting station, and delivers the encoded signal. A decoder of the TV decodes the signal, to perform an area-identifying function, a TV on/off function, a telephone exchange number-changing function, a volume control function, and an information supplying function.
