Gel-forming agent, activator and hydrocarbon fluid has the following ratio of components, %: gel-forming agent, 0.5-10.0; activator, 0.5-10.0; hydrocarbon fluid, the balance. Gel-forming agent additionally has solvent - kerosene, or demoralizate, or diesel fuel and nitrogen-containing complexing agent is includes into composition of gel-forming agent and contains dimethyl-ethanolamine, or diethyl-ethanolamine, or methyl-diethanolamine, or ethyl-diethanolamine, with the following ratio of components, %: organic orthophosphate esters, 55-65; nitrogen-containing complexing agent, 15-35; solvent, the balance. Activator additionally has triethanolamine, solvent in the form of kerosene, or denormalizate, or diesel fuel, and aluminum alcoholate in the form of aluminum isopropylate, or aluminum secbutanolate, or aluminum chelate, or petrosurf XL, with the following ratio of components, vol.%: aluminum alcoholate, 25-70; triethanolamine, 5-30; solvent, the balance.
