PURPOSE: A method for electronically paying charges of commerce using an Internet network is provided to reduce expenses for drawing and managing bills by enabling a manufacturing company to secure cash in case that charges are paid using an electronic card, and by preventing the damage caused by dishonored bills of businesses. CONSTITUTION: An electronic payment company holds a mortgage of an agency(S11). A server computer of the company inputs electronic money relevant to a value of the mortgage to the balance of a circulation company(S12). In case that the circulation company purchases products from a manufacturing company(S13), the circulation company gives electronic money to the manufacturing company(S14). In case that the manufacturing company makes a request for paying the electronic money stored in a database of the payment company in cash(S15), the company provides cash to the manufacturing company(S16). The circulation company delivers the products delivered from the manufacturing company to the agency(S17). The agency pays the prices for the products with electronic money(S20). In case that products are delivered from the circulation company, the agency deposits an amount of money to an account of the payment company(S18). The payment company inputs electronic money relevant to the amount deposited to the balance(S19).
