PROBLEM TO BE SOLVED: To provide a satisfactory foam member of anti-static rubber and EVA foams, in which bloom, bleed, excess or deficiency of crosslinking, and flaking of a conductive filler due to these factors are improved. SOLUTION: For the anti-static foam, strength of the member is controlled not by an amount of oil formulated but by an expansion ratio, and a bloom phenomenon due to a sulfur vulcanizing agent is eliminated by using a peroxide. The flaking of the conductive filler and insufficient expansion caused by lack of a peroxide crosslinking are compensated and solved by formulating a thermoplastic elastomer.
