PURPOSE: To provide an electronic payment service based on information receipt/ transmission via a communication network in a ground network dead spot outside the reach of a ground wave wherein installation of a telephone line is difficult. CONSTITUTION: In a ground wave dead spot such as a mountain hut, a card reader terminal machine 1a for a credit card is connected via a PC card 1b to an RS-232C specification connection terminal 2C in a satellite packet communication mobile machine 2 capable of receiving/transmitting information from/to the outside at a communication speed of 9600 bps. The card reader terminal machine 1a carries out communication with a mobile packet communication network 4 via the satellite packet communication mobile machine 2 and a packet communication satellite 3 for establishing connection with a card payment center 5 via a dedicated line DL. In this way, the card reader terminal machine 1a can receive/transmit information from/to the satellite via the communication mobile network, and payment information necessary for payment of a sales transaction to be transmitted after credit authentication is transmitted to a credit card company via the card payment center 5.
