PROBLEM TO BE SOLVED: To provide a floor heating panel which eliminates the need of a base member and is thin and versatile. SOLUTION: The title floor heating panel is characterized in that a pipe mat M, where a plurality of thin heat exchange pipes are connected with a main pipe 13 with a flat cross section, is embedded in the back surface side of a one sheet of the panel body A, and a connection pipe 14 constituting a joint with a flat cross section communicated to the main pipe 13 is disposed, protruded in parallel to the panel body A.
