PROBLEM TO BE SOLVED: To provide flooring into which wheels of a wheel chair are prevented from sinking deeply so that the wheel chair can be easily rolled, which prevents s vicinity of a central part from floating up, even when tramped on by many passersby for a long time, and which enables the passersby to walk with security without slipping. SOLUTION: The flooring 1 is composed of a solid polymer thin layer 11 which has non-skid properties, a solid polymer thin layer 12 which is provided on an under surface of the thin layer 11 so as to impart strength to the flooring 1, a cloth 13 which is provided on an under surface of the thin layer 12, and a foamed polymer layer 14 which is provided on an under surface of the cloth 13. A surface of the flooring 1 is formed with irregularities 111. The layer 14 includes an air bubble 141, whose partition is formed of an inorganic hollow body, and an air bubble 142 whose partition is formed of a foam.
