PROBLEM TO BE SOLVED: To reduce running cost and manufacturing cost. SOLUTION: An anti-snag device comprises a first arm 27 swingably pivoted to a block 21 disposed in cargo handling facilities, a first cylinder 28 connected to the first arm 27 and the block 21 to control swing motion of the first arm 27, a second arm 31 swingably pivoted to the first arm 27, a sheave 32 pivoted on the second arm 31 to wrap a head block lifting and lowering rope 13a, and a second cylinder 34 connected to the second arm 31 and the first arm 27 to control swing motion of the second arm 31.
