PROBLEM TO BE SOLVED: To enable effective surveillance, even in a surveillance area where no power supply can be secured. SOLUTION: A plurality of local surveillance means, enabling video-recording a plurality of surveillance regions respectively are connected to a control center via a network. In the control center, video-recorded images of the respective local surveillance means can be called and video-recorded images can be inputted. The respective local surveillance means is equipped with a power supply means mainly using a solar battery, so as to be installed at an arbitrary surveillance region, and is connected to the control center via a radio transmission means.
