PROBLEM TO BE SOLVED: To provide a panel member that is excellent in sound absorbing property and sound insulating property and used for the door of a repository or a partition wall, and to provide a method of closely adhering a damping material to the member. SOLUTION: The sound absorbing property and sound insulating property of the panel member 2 formed of a thin metallic sheet are improved by melt- sticking the sheet-like damping material 3 composed of an asphalt-based synthetic material to the rear surface of the member 2 so as to cover the whole area of the rear surface. In the method of closely adhering the damping material 3 to the panel member 2, the material 3 is placed on the rear surface 2b of the member 2 after paint for burning coating is applied to the front surface of the member 2. Then, after the material 3 is softened and the asphalt component near the member 2 is melted by utilizing the heat given to the member 2 at the time of applying the paint for burning coating, the material 3 is closely adhered to the rear surface 2b of the member 2 by solidifying the material 3 by cooling.
