PROBLEM TO BE SOLVED: To provide a fluid actuator favorably serviceable in a yarn package manufacturing process, working with a short response time even for long strokes and operating at a high speed, and to provide a manufacturing method and device for yarn packages capable of reducing the processes. SOLUTION: The manufacturing device for yarn packages comprises a plurality of bobbin holders wherein bobbins for taking up yarns are mounted, an automatic changeover means to automatically change over the taking up bobbin holder, a yarn traversing means, and a bunch wind forming means for the yarn in starting winding, wherein the bunch wind forming means is furnished with a yarn setting means to set the yarn on the bobbin and a traverse-in restricting means to restrict the traversing of the yarn set on the bobbin, and the traverse-in restricting means has the fluid actuator equipped with a cylinder block furnished with a cylinder chamber, a piston and rod installed slidably in the cylinder chamber, a pressure loading means to load a pressure on the piston previously, and a movement hindering means to hinder the piston and rod from moving against the preloaded pressure.
