PROBLEM TO BE SOLVED: To efficiently perform heating and cooling by facilitating temperature control in a floor heating/cooling structure having a heat storage body. SOLUTION: A heat storage concrete layer 5 having a heat medium conduit 51 embedded therein is installed on a heat insulation material 4 laid in an underfloor space inside of a foundation frame 1 of a building. A far infrared enhancing material layer (tourmaline fine powder mixed layer) 6 is provided on the top face of the concrete layer. The top face of the mixed layer is covered with a carbon mixed mortar layer 7. A space 9 is interposed between the mortar layer and a floor plate 8.
