PROBLEM TO BE SOLVED: To provide a copper-covered steel rod for a ground electrode and its manufacturing method capable of obtaining good bondability between a copper layer and a steel core at low costs. SOLUTION: A copper-covered steel rod for a ground electrode, of a thick copper layer and with extremely high conjugationality between the copper layer and the steel rod can be manufactured at lower cost than the conventional one, by recycling ones removed from a railway trolley line of a Shinkansen or the like after use. For instance, by using a copper-covered steel trolley line after use as a raw material and putting the trolley line under wiring or rolling process or the like, a copper-covered steel rod can be obtained by finishing its cross-section into a given shape and then, by cutting it in a given length while straightening it cut.
