PROBLEM TO BE SOLVED: To provide a base paper for aqueous emulsion resin wall paper that can be simply produced, gives reduced-roughness resin surface at a drying step after application of the aqueous emulsion, even in the case where no flame retardant is used. SOLUTION: A filler is added to wood pulp slurry to make base paper. Then, the base paper is coated with an alkali or an alkaline earth metal inorganic and/or carboxylic salt, for example, sodium chloride, calcium chloride, magnesium chloride, potassium chloride, sodium sulfate, magnesium sulfate, potassium sulfate, calcium acetate, potassium acetate, sodium acetate, calcium lactate in an amount of 0.5-15 wt.% based on the pulp to give the base paper for the wall paper.
