PROBLEM TO BE SOLVED: To downsize a paper feeder and an image forming device and to reduce an installation space. SOLUTION: This paper feeder and the image forming device are provided with a paper feed tray 22 holding a paper 3 in a stacked state, a paper feed roller 5 for drawing out the paper 3 on the paper feed tray 22, a vertical paper feeding path 29 with a paper outlet 27 opened at the top end and a paper receiving port 28 opened at the bottom end placed in a same vertical plane, and a horizontal paper feeding path 30 leading the paper 3 drawn out by the paper feed roller 5 to the vertical paper feeding path 29. The vertical paper feeding path 29 is curved in an arc within the vertical plane having a radius center in the side of the paper feed roller 5. Even when securing a necessary space between the front edge of the paper 3 and the vertical paper feeding path 29, the paper outlet 27 and the paper receiving section 28 can be placed in the vertical plane moved to the side of the paper feed roller 5, and the length of the paper feeder 20 and the installation space can be reduced by the distance of moving the paper outlet 27 and the paper receiving section 28 to the side of the paper feed roller 5.
