PROBLEM TO BE SOLVED: To reduce load that is applied to a hand rail belt at starting. SOLUTION: A roller mount plate 11 on which a plurality of rollers 14 are mounted is formed rotatably. Buffer devices M using springs 18 are placed on both sides of the roller mount plate 11 so that an angle of the roller mount plate 11 is adjusted by adjusting the buffer devices M when necessary. The tension force of a hand rail belt that goes up instantaneously at start of an escalator is absorbed by the rotation of the roller mount plate 11. When the escalator is operated at a fixed speed, the angle of the roller mount plate 11 is kept at a predetermined angle by spring force that is generated by the springs 18 of each of the buffer devices M.
