CONSTITUTION: A receiving processing unit(402) receives the same SD(Standard Definition) image transmitted by the number of plural times, and adds the received SD image to an SD image stored in a memory. The receiving processing unit(402) stores the obtained value as a new SD image in the memory. A definition judging unit(432) judges the definition of the new SD image stored in the memory. A request signal transmitting unit(433) requests a class code for indicating a class obtained by classifying pixels of an HD(High Definition) image on the basis of the judged definition. A receiving control unit(441) responses to the request, and receives a transmitted class code. A response processing unit(447) calculates an estimation value of an HD image corresponding to the SD image on the basis of the SD image and the class code.
