A cooling system and method for an internal combustion engine including a controller for varying the rate of the cooling water. The controller varies the flow rate of cooling water by setting the flow rate of the cooling water to high when the controller determines that a hot water heating control is to be performed. The controller sets the flow rate of the cooling water to low when the controller determines that a heat accumulating control is to be performed; and the controller sets the flow rate of the cooling water to intermediate when the controller determines that a heating mode is to be performed.
