PROBLEM TO BE SOLVED: To provide a new propulsion method and a new propulsion device capable of propelling in a weightless and substantially frictionless condition without being restricted by an external track. SOLUTION: A base capable of being smoothly moved is provided with a first magnet and a second magnet mounted oppositely to the first magnet in a state that the same polarities are opposite to each other to obtain magnetic repulsion. The second magnet is movable by kinetic momentum by the magnetic repulsion, and the base is further provided with a third magnet movable in the direction in parallel to the moving direction of the second magnet during the movement of the second magnet, and opposite to the second magnet in a state where the different polarities are opposite to each other so that a magnetic attractive force is made to act. The kinetic momentum given to the second magnet by the magnetic repulsion between the first and second magnets is canceled by the kinetic momentum of the third magnet by the magnetic attractive force with the second magnet, and the kinetic momentum given to the first magnet as the reaction of the kinetic momentum given to the second magnet by the magnetic repulsion between the first and second magnets is taken out to the outside of a system as the motion of the base to move the base.
