PROBLEM TO BE SOLVED: To obtain a magnetic recording medium of a low noise wherein the noise from a soft magnetic layer provided between a substrate and a magnetic recording layer is lessened and to obtain a magnetic recording device using the magnetic recording medium. SOLUTION: In the magnetic recording medium wherein at least the soft magnetic layer and the magnetic recording layer are provided on the substrate, the soft magnetic layer is provided via a base layer formed on the substrate and the base layer contains one or more metal elements Tm developing magnetism when the base layer is formed and one or more non-metal elements which can be bonded to the metal elements Tm.
