PROBLEM TO BE SOLVED: To manufacture a soil improving material of high performance with a high yield while miniaturizing a rotary kiln. SOLUTION: A granulated material obtained by mixing and agitating lime in dewatered sludge cake and granulating it is charged in a fluidized-bed furnace 20 with exhaust gas from a downstream rotary kiln 28 as fluidizing gas, and after drying, drying-preheating or drying-organic material incineration-hydrated lime baking, with the granulated material as a fluidized medium, the granulated material from the fluidized-bed furnace 20 is led into the kiln 28 and baked, and the baked granulated material is led into a fluidized-bed cooler 38 for cooling. While the exhaust gas from the fluidized-bed furnace is led into a fluidized-bed furnace cyclone 48 to collect dust, and the collected dust is blown into the vicinity of a burner 36 of the kiln. Exhaust gas from the kiln 28 is led into the kiln cyclone 33 to eliminate dust, and then led into a wind box of the fluidized-bed furnace. The dust collected by the cyclone 33 is recovered as the soil improving material. |
