PROBLEM TO BE SOLVED: To surely set the phase of a camshaft 1 on an intake side to a start-up phase after stop of an engine or during engine start-up. SOLUTION: Even when the phases of the camshaft 1 and a rotor vane 22 stop at the retard-angle side from a starting phase side by some factors or other, the phase of the camshaft 1 can be advanced by operating a sub-oil-pump 5 after stop of the engine, and generating hydraulic power for moving the phases of the camshaft 1 and the rotor vane 22 to the advance angle side. Thus, by setting the phase of the camshaft 1 surely to the starting phase, a stable starting is ensured for the following engine starting. Further, a stable idling can be performed from a 1st idling right after the engine start-up in the next engine starting time by surely setting the phases of the camshaft 1 and the rotor vane 22 to the starting phases.
