PROBLEM TO BE SOLVED: To improve comfortableness in use of a jet flow generation device and a toilet seat device using it. SOLUTION: This jet flow generation device 1 is provided with an inflow hole communicated with a supply source of liquid to be jetted via a supply passage, a jetting hole generating jet flow dispersing toward a jetting object by means of a pressure applied to the liquid, a nozzle having a flow passage communicating the inflow hole and the jetting hole with each other, and a positioning means having a movable part fixing the nozzle while directing the jetting hole toward the jetting object and a guide part guiding the movable part toward the jetting object.
