PROBLEM TO BE SOLVED: To provide a technology for optimally determining a control parameter of a signal without overburdening a calculation load of one device. SOLUTION: This autonomous distributed signal control system has a local station 2 arranged at an intersection 1 existing in a control area 10, and a key intersection determining means. The key local station controls a signal lamp arranged at a key intersection on the basis of a value for minimizing the sum of a prediction value of an average delay at the key intersection and a prediction value of an average delay at an adjacent intersection after determining a plurality of key/adjacent intersection control parameter plans for controlling the key intersection and the adjacent intersection. While, among the local station 2, respective cooperative local stations other than the key intersection control the signal lamp on the basis of a traffic state of one's own intersection while cooperating with a control parameter of the intersection adjacent to the one's own intersection.
