PURPOSE: An organic electro-luminescence display and a driving method and a driving apparatus thereof are provided to reduce the power consumption by reducing the quiescent current applied within a scan driver. CONSTITUTION: An organic electro-luminescence display includes an organic electro-luminescence display panel, a data driver, and a scan driver. The organic electro-luminescence display panel includes a plurality of scan lines(X1-XM), a plurality of data lines, and a plurality of pixel circuits. The data driver is used for applying a data voltage to a data line. The scan driver is used for outputting selectively a selection signal to a scan line. The scan driver includes two or scan driving portions(210-230) and a selection control portion(240). The scan driving portions(210-230) are formed with plural logical gates, plural switching elements, plural Flipflops, and plurality of buffer portions. The selection control portion(240) outputs a clear signal to maintain constantly the logical gates of the scan driving portions(210-230).
