PROBLEM TO BE SOLVED: To make it possible to utilize a set resource desirably in order to realize a cost reduction as its result. SOLUTION: A functional system including a group of functions (F, F') to access the collection of resources (RSRC) includes an interface (INT) configured to execute an access method including at least one status (I) defined by a priority over arbitration by which the functions (F, F') can access the collection of resources (RSRC). The status (I) has a different priority level regarding accessibility to read mode (F-R) and the accessibility to write mode (F-W) to at least one group of at least two functions (F), and the accessibility in this read mode has a continuously priority level higher than the priority level of the accessibility in write mode.
