PROBLEM TO BE SOLVED: To provide a flame retardant resin composition without containing a halogen, antimony and phosphorus. SOLUTION: This new copolymer is characterized by having a dihydroxybenzene, urea and aldehydes as polymerization components, and the flame retardant epoxy resin contains the new copolymer, a polyfunctional epoxy resin and an epoxy resin curing agent as indispensable components.
