PROBLEM TO BE SOLVED: To provide a system for automatically generating program specification for automatically preparing a program specification including block diagrams in a manner easy to understand and see by a user, and improving the working efficiency of the program specification. SOLUTION: This system for automatically generating program specification is provided with a block diagram register means 41 for hierarchizing the block diagrams formed to express the program specification, and adding in advance the identification information whether or not the block diagram for each hierarchy is listed in the program specification and registering it, a listed block diagram extraction means 42 to extract only the block diagram of each hierarchy with the identification information thereof added from the block diagrams registered in the block diagram register means 41, and a block diagram listing page preparation means 52 to prepare the block diagram extracted by the listed block diagram extraction means 42 as the block diagram listing page to be listed on the program specification.
